Illinois statewide TRM: measure 6.3.1, Efficient Choice Tool
Since version 11.0 (2023), Illinois' Technical Reference Manual has included a measure for the Efficient Choice Tool: a non-incented online platform designed to eliminate market, cognitive and psychological barriers to efficient purchases. The platform is implemented by Enervee for Illinois utilities. Version 15.0 (effective 2027) retains it, in Volume 4, section 6.3.1.

Ameren Illinois Efficient Choice Tool: 2023 impact evaluation
Opinion Dynamics verified net savings from Ameren Illinois' Efficient Choice Tool, a non-incented online channel implemented by Enervee, under the Illinois Technical Reference Manual: Verified net savings in 2023: 374 MWh and 29,321 therms, from about 29,000 active shoppers. Verified gross savings in 2022: 1.45 GWh and 90,188 therms. The channel ran from 2020 to 2023.

ACEEE's 2023 report profiles the Enervee platform: whole-market choice with daily prices and the Enervee Score, and more product choice than typical utility stores and direct-install programs for low-income customers. It cites independent evaluations at ComEd and Ameren Illinois that found significant savings without rebates.

ComEd Efficient Choice pilot: CY2021 impact evaluation
Guidehouse's evaluation of the ComEd pilot (evaluated as the Online Choice Engine): 509 MWh of claimable savings net of free ridership at 90/25 confidence and precision, with no product rebates. ComEd adopted the program as an ongoing offering on that basis.

The IEA and Users TCP's international review names utility-branded marketplaces as a full-scale programme model, citing Opinion Dynamics' AEP Ohio assessment: about 150,000 active shoppers, 42,000+ purchases and 92,000+ MWh of gross lifetime savings, with about half of buyers saying the marketplace affected their choice.

Con Edison Marketplace: online marketplace assessment
Opinion Dynamics' impact assessment of the Con Edison Marketplace, July 2016 to December 2018: 958,605 active shopper visits and 221,417 influenced purchases. 60% of net lifetime electricity savings, 75% of gas and 53% of demand came from the marketplace alone, without incentives. Con Edison made it an ongoing energy efficiency program in 2020.

Research Into Action's assessment of the marketplace's first three years (March 2015 to December 2017): purchases nudged with no incentive are projected to save 120–328 GWh gross lifetime electricity and 7–20 million therms; 77% of gross electric and 88% of gas savings are attributed to the marketplace experience.
